The film, divided in four parts (four reels for an overall 80' running time) traces back the story of the use of the Tricolour Flag in 1797, through a medley of pictures and newspapers' articles telling the story of Reggio Emilia during the first part of the 20th Century, until the moving images about life and horse city services in the 1950s and 60s.
